I'm not really sure what the commenter was saying about him, but he's a character from NBC's Heroes.

Character on Heroes - I can't give much more context than that since it's not my fandom (I don't even watch the show or may much attention to it outside of lj's fandomsecrets).

I think he's a psychopath?

Kills-you-and-steals-your-powers psychopath. A little like Hannibal Lector, only without the redeeming social qualities and brilliant conversation.
